Disable `@typescript-eslint/no-unnecessary-type-arguments`

We should consider removing the rule `@typescript-eslint/no-unnecessary-type-arguments`. Sometimes it's more clear to explicitly specify a type parameter that matches the default, and this rule prevents this.

This rule doesn't really prevent errors. Its only benefit is seemingly to force us to make our types more concise, which isn't always better.
