The current set of proactive controls refer to the 2018 version.
Should perhaps this be migrated to 2024?

Agreed @sydseter , the DevGuide needs updating for the Top 10 Proactive Controls 2024
it does mean that the sections for the application checklist in 04-design/02-web-app-checklist no longer match ... probably a flaw in the original choice of section headings :)

Yes, we need to adjust the section headings. It may be a good idea to move some of the bullet points at the same time. E.g. #136
