Motivation
The new-features.md file could not pass markdown lint making CI to complain during a release. It is ok to have an incorrect new-features.md but the 🔔 should sound earlier.
Modifications
This change adds validation as prerequisite before a release is
triggered and it makes the new-features.md correct as far as today.
Verification
markdown lint does not complain about new-features.md
