These are the changes that go along with dotnet/runtime#59070, in order to keep both main and the release branches working. Also should fix #2009.

Did the change for the release branch go in @LoopedBard3? If so we can finally merge this.

@DrewScoggins Not yet sadly: dotnet/runtime#60100, I can ping the chain again to try to get another look at it, but it seems it was added to a backlog today.

@DrewScoggins looks like dotnet/runtime#60100 got merged in so we should be good here.
