[release/8.0] Reset OOB packages from the December Release in the January Release

• Microsoft.Bcl.TimeProvider: [release/8.0-staging] Use live M.Bcl.AsyncInterfaces dependency #94459
• Microsoft.Extensions.Configuration.Binder: [release/8.0-staging] Use fully qualified names when referencing user types. (#94267) #94307
• Microsoft.Extensions.Options: [release/8.0] Downgrade ServicingVersion for Microsoft.Extensions.Options to 1 #95348
• System.Text.Json: [release/8.0-staging] Fix JsonArray.Add and ReplaceWith regressions. #94882 It is being built again this month, so we don't need to reset it.

Note: We already have PRs opened to modify the following OOB projects (they need to be reset in the February Release):

• Microsoft.Extensions.DependencyInjection: [release/8.0-staging] Add support for enumerating keyed services with KeyedService.AnyKey #95853
• System.Text.Json: [release/8.0-staging] Fix fast-path support for ignoring nullable value types #96669
