Description
Changes introduced within 0.16.0 made only the push event automatically enabled for new repositories.
I propose that we allow the Vela administrator to customize the default events for newly activate repositories.
Value
Allow administrators to avoid the breaking change introduced within 0.16.
Definition of Done
Environment variable added to the server to allow configuring the default events for newly activated repositories.
