This PR applies the prime member selection migration: paritytech/substrate#5346. It also seems that the democracy migration doesn't require any new code additions and I still may be wrong on that @apopiak, curious your thoughts.
This PR is meant to go in AFTER the open staking migration and is branched off of this open PR.
