B200mini: Fix set_time_now

Fix digital DC truncation bias in DDC chain.

A digital DC bias caused by various truncations in the DDC chain was
previously noticable with small signal levels, especially with high
decimation rates. This patch eliminates the bias by replacing the
truncations with rounding or simply keeping more bits for longer where
it makes sense.

e300: tcxo: Fix frequency offset

The frequency offset present in 3.8.3 round images is a result of
the DAC not getting set to midrange as intended.

This commit fixes this by initializing the ldat to 0, thus forcing
a reload on init.
