This PR migrates the files_sharing app to webpack. This will reduce the number of requests of files_sharing from 5 to 1.

ToDo:

  • Remove example vue integration for collaboration resources (will go into Collaboration resources #11871)
  • Cleanup webpack config and add proper .eslintrc

Lets just continue with #11871 since it also includes the vue migration from this as well.
