fix(throttler): Don't query bruteforce attempts twice

• Fix 300 additional queries since week of 11th May notifications#2353
• Follow-up to fix(throttler): Always use the sleepDelayOrThrowOnMax instead of deprecated sleepDelay #52586
• When we didn't reach the attempts in 12h we also didn't reach it in 30 minutes, so we can save a query. This does not work the other way around
• Test branch in notifications with this PR is down to 8.584 queries again (from 8.900) https://github.com/nextcloud/notifications/actions/runs/15130723687/job/42531061662?pr=2356
