SkipMissing flag does not skip and instead errors #1104
Description
As part of oc-mirror, we invoke oc image mirror with a manifest from a operator catalog.
In this instance we are using registry.redhat.io/openshift-gitops-1/argocd-rhel8 sha256:ff4ad30752cf0d321cd6c2c6fd4490b716607ea2960558347440f2f370a586a8.
If you attempt to run this with skip-missing it does not skip-missing and instead fails.
