Bug 2090751: Correcting skipMissing flag usage when a manifest cannot be found

Fixes #1104

The skipMissing flag is checked and if the error thrown is a 404 then the process is allowed to continue

I'm waiting for a openshift member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
